Historically, a governor of an outlying province of the Eastern Roman Empire, entrusted with both civil and military authority.
The name reflects EXARCH's purpose: bringing strategic judgment, cross-functional leadership, and practical execution to demanding international environments.
EXARCH was built for clients operating in frontier and emerging markets, where infrastructure may be constrained, institutions and financing can be difficult to navigate, and solutions designed for developed markets do not always translate cleanly to local realities.
Our perspective is grounded in direct experience. EXARCH's founder was born and raised in Venezuela before serving in the French Foreign Legion, an institution comprising personnel from more than 140 nationalities, with operational experience extending from West Africa to the Pacific. Across the firm and its specialist network, EXARCH draws on professionals shaped by similar combinations of military service, international business, technical expertise, and firsthand experience in emerging markets.
That background informs how we work. We go where our clients operate, engage directly with local partners and stakeholders, and account for the cultural, political, economic, security, and logistical conditions that determine whether a solution will work in practice.
The objective is not simply to deliver recommendations, but to help clients secure the expertise, equipment, and execution needed to build lasting capability. Founder & Principal
French Foreign Legion veteran and founder of EXARCH with a background spanning military operations, software, and international business. He brings operational judgment and technical perspective to work in demanding international environments, with a focus on building practical, supportable capability suited to real client requirements.
As Founder & Principal, Esteban sets EXARCH’s strategy and leads client engagements across security and defense, critical infrastructure and logistics, and medical advisory. He works with clients, specialists, partners, and suppliers to define requirements, structure engagements, and turn complex operational needs into usable capability.

Brendon Marais
Director of Security & Defense
French Foreign Legion veteran with an operational background in security, defense, and strategic management. He brings practical field judgment and a commercially informed perspective to engagement planning and delivery, with a focus on readiness, coordination, and ensuring that equipment, technology, and training meet real
operational requirements.
As Director of Security & Defense, Brendon supports EXARCH’s security, defense, and public-safety engagements, including client and partner liaison, field representation, engagement planning, and coordination with specialists, suppliers, OEMs, and local partners.

Carlos Várady
Financial & Commercial Advisor
Provides senior strategic advisory to Exarch leadership on commercial structuring, financial oversight, and governance. He brings extensive leadership experience across energy and industrial services, with a foundation as a Petroleum Engineer and Geologist and doctoral research focused on efficiency technologies and the economic viability of sustainable solutions.
Supports leadership decision-making on market entry, partner strategy, pricing, contracting, and commercially disciplined growth, helping translate complex technical and financial considerations into clear direction for client engagements and long-term execution.

Dr. Elias Querales, MPH, CCRP
Medical Advisor
Medical Doctor, public health professional, and certified clinical research leader with more than 20 years of experience across clinical quality, healthcare systems, medical devices, pharmaceuticals, and research operations. He brings deep expertise in quality systems, regulatory and audit readiness, medical education, and healthcare operational improvement across both private-sector and academic settings.
Advises EXARCH on medical and healthcare-related engagements, supporting clinical quality, governance, operational medical readiness, hospital and health-system support, medical procurement, and the development of SOPs, training standards, and readiness frameworks that strengthen client capability across operational, institutional, and civilian contexts.

Isak Djukic
Head of Medical Training
French Foreign Legion veteran with 12 years of military service. During eight years with the 2e Régiment Étranger de Parachutistes, he served as a paratrooper, team leader, and combat medic instructor, training more than 100 soldiers in casualty care and trauma response.
At Exarch, Isak leads training across civilian emergency medicine, remote medicine, and tactical trauma. He helped develop Exarch’s EMT and Remote Medicine program and supports curriculum development, practical instruction, and assessment for public-safety, military, security, and remote industrial personnel.
